Actually there ARE procedures, that hav been done in extreme cases (I am in no way AT ALL considering this, just point of fact) I came across a recent case where it was performed on a young girl with SEVERE mental and physicla deficiencies. THe basic ideas are that sexual maturity would make here a more likely victim of sexual abuse, menstration cause difficulties for both the disabled person and those caring for her, and when parents have to pick her up a significant # of times a day that much growth can be inconvenient.

To your main point, I expect T does want breasts, afterall right now he still wants to grow up to be a mommy. J just wants mommies breasts. No I don't want to be able to prevent puberty, but, but, I am just not ready for it yet. I guess it could be well put as:
"The only thing that scares me more then not having control over my children's physical development is actually having that control."
